Old-fashioned "dynamite stick" traffic flares have been a source of accidental fires, explosions, and pollution (from perchlorate and other carcinogenic chemicals). The legislation recognizes electronic beacons as a safe and effective alternative and prohibits the use of burning flares in areas of high fire danger or where water supplies are endangered from perchlorate contamination.
