Third phase of EU carbon trading to go through 2020

LUXEMBOURG (Reuters) - The European Commission will propose that the third phase of the European Union's carbon dioxide (CO2) emissions trading scheme run from 2013 to 2020, an official at the EU executive said on Tuesday.

That period conforms with EU goals to reduce greenhouse gas emissions by at least 20 percent by 2020 compared to 1990 levels, he said.

The Commission's delayed proposals on changes to the scheme as well as legislation governing renewable energy use in the bloc are now slated to be published
