WASHINGTON (Reuters) - The White House said on Thursday it was moving closer to unveiling a plan to lift the fragile economy and President George W. Bush hopes he can reach a quick agreement on it with the Democratic-led Congress.

Asked when Bush might offer a proposal, Fratto said: "I think we're getting closer, I wouldn't put a time frame on it."
