EU eyes free CO2 permits for energy-intensive firms

BRUSSELS (Reuters) - The European Union's executive Commission proposed on Wednesday to give away for free to energy-intensive industries permits to emit carbon dioxide in 2013, under an overhaul of the EU's Emissions Trading Scheme.

"Energy intensive industries would have ETS allowances free of charge," Commission President Jose Manuel Barroso said.

Barroso did not rule out forcing importers to the EU to buy permits to emit carbon dioxide if there were no international climate deal successor to the Kyoto Protocol.
