It said that until 2025 emitters would be obliged to reduce the intensity of their emissions, which means the overall amount of greenhouse gases could still rise.


The ruling Conservatives, who say Canada has no chance of meeting targets for emissions cuts laid out by the Kyoto protocol on global warming, are due to unveil the draft legislation at 1015 eastern (1415 GMT).


Whether the plan ever becomes law is in doubt, since Canada is widely expected to go to the polls early next year. Any draft legislation still being considered by Parliament would be automatically killed off once an election was triggered.
