China's energy consumption fell only 1.23 percent last year, the China Daily newspaper reported. Beijing had pledged to slice energy consumption per unit of gross domestic product by 20 percent and pollutant discharge by 10 percent from 2006 to 2010.


"The SOEs (state-owned enterprises), which are the pillars of China's economy, should not only do well in profit-making, but also become role models in shouldering corporate responsibility," the head of the State-owned Assets Supervision and Administration Commission, Li Rongrong, was quoted as saying.


The new environmental accountability standards will go into effect at 154 companies directly under the supervision of the central government in September. They control all of China's crude oil and natural gas production, generate half of the electricity and account for 15 percent of coal output, China Daily said.


The new assessment standards are similar to those that tie the careers of government and Communist Party officials to improvements in the local environment.
