Blue whales and sperm whales can often be spotted between July and August from the shore near Trincomalee city, 230 kilometers (140 miles) northeast of the capital, Colombo.
Tourists in the area often hire fishing boats to get closer to the giant mammals, but there is little infrastructure in place to cater to the visitors.
Cabinet spokesman Mangala Samaraweera said the government intends to develop the area to attract foreign visitors and boost the nation's tourism industry, which was wiped out during two decades of civil war, which a cease-fire halted in 2002.
