ISTANBUL, Turkey — A Turkish court affirmed Tuesday that 21 Greenpeace activists detained last month while protesting would be prohibited from leaving the country pending further investigation into their case.


The activists include two Dutch citizens, an Israeli, a Cypriot and an Australian.


Turkish police detained the activists on Aug. 29 after they protested outside the Can coal-fired power station.


Some of the activists had climbed up to the plant's cooling tower as part of the protest, said Jim Footner, a spokesman for the group.


"It was a completely nonviolent demonstration," Footner said, calling the Turkish court's decision to forbid the protesters from leaving the country "excessive" and "highly surprising."
